We deal with phenomenological aspects of turbulence in three-dimensional incompressibe fl︎uids. In particular, starting from the Navier-Stokes equations we discuss the Kolmogorov theory of turbulence in connection with the persistence of the viscous dissipation in the inviscid limit.
